The Nevis government and electricity company have released a request for bids for an integrated drilling program for the Nevis geothermal power project on Nevis, Caribbean.

The Government of St. Kitts and Nevis (GOSKN)/Nevis Island Administration (NIA)/ Nevis Electricity Company Limited (NEVLEC) have received/expect to receive financing from the Caribbean Development Bank (CDB) towards the cost of the Nevis Geothermal Energy Project – Drilling Program (the “Project”) and intends to apply a portion of the proceeds of this financing to eligible payments under this Contract.

Payment by CDB will be made only at the request of NEVLEC and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOSKN/NIA/NEVLEC shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Project is being executed by NEVLEC, with support from the GOSKN and NIA.  Consultants have been contracted to assist with delivering the Project. The Consultants are:

  • GeothermEx Inc. [1] (USA)
  • JND Consulting – Geothermal & Energy Services Limited (New Zealand)

The Consultants have assisted with the preparation of designs, Bidding Document and draft Contract; will assist in tender administration and evaluation; and will support Project implementation activities.

NEVLEC now invites Bids from eligible Bidders for implementation of the Works in accordance with the Bidding Document.  The Works include drilling of three (3) production wells and two (2) reinjection wells at the Hamilton Site in Nevis, St. Kitts and Nevis.

Contractors are required to bid on all four Lots of the Project, with the intention of signing a single integrated Contract. The four lots are as follows:

  • Lot 1: Drilling Rig and Associated Services
  • Lot 2: Integrated Drilling Services (IDS)
  • Lot 3: Casing
  • Lot 4: Wellhead Items

Bidders from all countries are eligible to participate.

Bidders are advised to review the conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.

Eligible Bidders will be required to submit full qualification information with their Bids establishing their eligibility to bid and qualification to perform the Contract if the Bid is accepted.

Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bidding Document.  Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

The Bidding Document may be obtained by prospective Bidders as follows:

Requests must be clearly marked in the email subject line: “Request for Bidding Document for the Nevis Geothermal Energy Project Drilling Program”, along with the name, address and contact information of the Bidder for which the Bidding Document is being requested. No fee will be charged for the Bidding Document.

The Bidding Document will be dispatched as promptly as possible, but under no circumstance will NEVLEC or its authorised agents be held responsible for late delivery or loss of the documents so transmitted.

Firms intending to bid should indicate this by email to geothermal@nevlec.com along with the name, address, email address and telephone contact information of the prospective Bidder for which the Bidding Document is being requested.

Bid submission must be made in accordance with the Bidding Document. Late Bids will be rejected. All Bids must be accompanied by a Bid Security as required by the Bidding Document.

Opening and evaluation of Bids will be done in accordance with the procedures described in the Bidding Document.

NEVLEC reserves the right to accept or reject any Bid, and to annul the process and reject all Bids, at any time prior to award of Contract, without thereby incurring any liability to the affected prospective Bidders or Bidders or any obligation to inform the affected prospective Bidders or Bidders on the grounds for NEVLEC’s action.  NEVLEC will not defray any costs incurred by any prospective Bidder or Bidder in the preparation of its Bid.
